All work is performed within Oregon and federal law. We do not obtain phone, bank or other protected records by pretext, access anyone's accounts, place GPS trackers on vehicles without the owner's consent, or record private conversations without the notice Oregon law requires. No investigator can honestly guarantee a result — we guarantee lawful methods, careful documentation and a straight account of what we find. Employment and tenant screening is regulated by the federal Fair Credit Reporting Act; ask us how those requests are handled.

Oregon law gives you the right to a written contract stating the work and the rate — ours also includes the investigator's legal name and license number. You receive the scope, an estimate and any retainer terms in writing. Nothing starts until you've approved the plan.
Field work, records research and interviews conducted lawfully and discreetly. You get updates at the interval you choose — and only in the way you've said is safe.
A clear written report — dates, times, photographs or video, and supporting records — prepared to the standard attorneys expect. Written reports are provided on request at any point, and we remain available for follow-up, deposition or testimony.

Eastern Oregon Private Investigators — EO‑PI for short — is an independent investigative firm serving Baker County, Union County and the surrounding communities. We work for people who need reliable answers — a spouse, a parent, an attorney building a case, a business owner protecting a payroll — and who need those answers handled with discretion.
Investigations in rural Eastern Oregon are different from investigations in a city. Distances are long, communities are close-knit and a stranger's vehicle gets noticed. Local knowledge isn't a nicety here; it's what makes a surveillance day productive and keeps your matter from becoming the subject of conversation.

Ask a questionYes. Oregon law requires licensed investigators to keep client matters confidential, and we don't release information about a client to anyone without the client's consent or a clear legal reason. The scope of confidentiality for your matter is written into your engagement agreement.
Two honest limits: private investigators are not attorneys, so our communications aren't legally privileged unless we're retained through your lawyer, and case records can be subject to a subpoena or court order. We'll also ask how you'd like to be contacted and whether it's safe to leave a voicemail or text — and follow those instructions exactly.
Most work is billed hourly plus documented expenses such as mileage and database fees. After the consultation you'll receive a written scope and estimate, and a retainer based on that scope, before any work begins. If circumstances change mid-case, you'll know before the budget does.
It depends on the matter. Records-based work such as a background investigation is often completed within days; surveillance is scheduled in blocks around the subject's routine; locates can take an afternoon or several weeks. We'll give you a realistic timeline rather than an optimistic one.
Evidence is gathered lawfully and documented with dates, times, sources and chain of custody so that attorneys can rely on it. Whether any particular item is admitted is decided by the court and argued by your attorney — we're available to testify to what we did and what we observed.
Hiring a licensed private investigator is legal in Oregon. Investigators are licensed and regulated by the Department of Public Safety Standards and Training, and you can verify any license through DPSST's public lookup.
What we won't do: obtain someone else's phone or text records, get into accounts or email, put a GPS tracker on a vehicle without the owner's consent, record private conversations without the notice Oregon law requires, or pose as law enforcement. Those things are crimes, and evidence gathered that way is useless to you and your attorney. If your attorney needs records, they come through legal process — we can tell you what lawful options exist for your situation.
Usually not by itself. Oregon is a no-fault divorce state, so infidelity alone rarely changes how property is divided. What documented facts can do is give you clarity — and where children, shared finances or a cohabitation question are involved, give your attorney something concrete to work with. We handle these matters discreetly and without judgment, and we'll tell you up front if an investigation isn't likely to help. No. Many clients come to us directly. For matters headed to court, working alongside your attorney from the start usually produces the most useful results, and we're glad to coordinate with counsel or be retained through them.
The basics: names, dates, locations, what you already know and — most importantly — what decision you're trying to make. You don't need to have everything organized. A short conversation is usually enough to tell whether and how we can help.
Often, yes. We take matters in neighboring Eastern Oregon counties and can travel further by arrangement. Travel time is quoted in advance so there are no surprises on the invoice.
Oregon issues two classes of investigator license. A Provisional Investigator license is held by investigators with fewer than 1,500 documented hours; it is issued and regulated by DPSST under the same statute and rules as the full license, with the same confidentiality, written‑contract and record‑keeping duties, and it appears in the same public lookup. The main limit is that a provisional investigator may not employ or supervise other investigators — so every matter here is handled personally by Kia, start to finish.
